Levels and RPGs are pretty much synonymous these days. Even gw has levels, tho.
It's all about how you use them :P
I honestly can't remember a game without levels... Unless Myst counts. Did that have levels? Hm...

Elder Scrolls III: Morrowind comes close..
To increase in a skill, you just use the skill. Now once some much advance happen (gone 10 levels in any combantion of your primary / secondary skill listing) you would get the "level" up to increase your attributes.
No there is no "experience points" used at all.

It depends on how you define levels.
With Star Wars Galaxies (SWG), the more you used some skills the more XP you got to spend for the next better skill in that line. But your character could progress up any number of skills at once as long as you had skill points to spend. You started with the maximum amount of "attribute" points to spend on increasing your different stats (Health, Action, Mind, Strength, etc.) Only getting better skills made your character any more powerful than any other.
Without some sort of "leveling up" in an RPG though, you're left with basically a PvP character here on GW. You get maximum power (as far as you're concerned).
Personally, I liked the SWG style of being able to randomly go up and down different skill and profession lines as often as you wanted, I thought it provided the maximum amount of customization of your character of any other game I have played. A reason I was glad to see "refund points" gone in GW.
But I like Guild Wars system of "abbreviated leveling". Keep the leveling short and simple, then give me my power to go battle with my strategy on skill selection and my skill in using them appropriately as my main weapons to win the day.

That game was hella fun! Ah, the memories.
Oh, and nowhere near the latest, but Zork didn't have levels.

Morrowind's advancement system took some getting used to. And technically Final Fantasy X didn't use a level system. Sphere levels didn't exactly corespond to development in the traditional sense.

Mouse? I'm talking about interactive fiction, keyboard only. Although they did come out with some graphical Zork releases in later years.
OK, I'm old.
